Currently this feature applies to 17yr old events or older and when selected opens up the event to students who are older. 

This feature has been requested by a number of schools and works like the following

Eg: Boort District School hosts their athletics carnival and wants to open the 17 Yr old 100m event to students in older age groups effectively creating a 17+ event.
